Consensus eludes as top leaders meet Regmi
Leaders of the High Level Political Committee ( HLPC ) and Chairman of the Interim Election Council, Khil Raj Regmi held meeting on Saturday morning. The meeting dwelt on consensus efforts among the parties on the disputed issues of electoral laws.
Regmi had set a deadline for major parties to hammer out a deal on disputed issues of an electoral law by Friday. Leaders decided to meet Regmi this morning as no such deal was made during HLPC meeting on Friday.
Top leaders of UCPN (Maoist), Nepali Congress, CPN-UML and Samyukta Loktantrik Madhesi Morcha attended the meeting.
However, the meeting could not make any headway in these issues. Major parties have varying views on two provisions in the electoral law—one percent threshold for seats under the proportional representation system and barring convicts from contesting the elections.
Leaders informed Regmi that they have been continuing their efforts to reach a common point and stressed on further parleys among themselves for forging a consensus.
In response, Regmi urged the leaders to reach a consensus by Sunday.
Leaders present in the meeting claimed that the parties are inching closer to an agreement in the issue of proportional representation but no agreement has been made on the vote threshold.
UCPN (Maoist) and the SLMM are against the threshold whereas Nepali Congress and CPN-UML are pushing for such provision in the Constituent Assembly election. Likewise, NC and UML are in favor of barring convicted persons in the election, a provision being opposed by the UCPN (Maoist) and SLMM.
